  1. 1Request for ProposalsRural Child Hunger Faith Community Engagement ProjectShare Our StrengthIssue Date: October 16, 2019Closing Date: November1, 2019Award Date: November8, 2019INTRODUCTIONShare Our Strength (SOS)is the leading national organization dedicated to ending childhood hunger in the United States. No Kid Hungry (NKH)is a national campaign run by SOS.By ensuring that kids have access to critical federal nutrition programs, theNKHcampaign surrounds children with healthy food where they live, learn and play. Since its launch in 2010, the NKHcampaign has worked to expand access to the School Breakfast Program and out of school-time programs, including the At-Risk Afterschool Component of the Child and Adult Care Food Program, Summer Food Services Program, and Seamless Summer Option.In 2018, the NKHCenter for Best Practices embarked on an effort to expand our understanding of the challenges rural communities face as well as the potential role our organization could play in overcoming barriers to access and uncovering scalable solutions to eliminate child hunger in rural communities.On March 21-22, NKHhosted its first-ever Rural Child Hunger Summit in Louisville, Kentucky. The convening brought together more than 220 attendeesfrom 41 states and encompassed food banks, state agencies, public policy organizations and nonprofits, as well as economists, professors, and other leaders. The second Rural Child Hunger Summit will occur next spring in Columbus, OH. One key area of improvement for next year’s Summit, as well as the broader work of SOSon the topic ofrural child hunger, is to engage a more diverse range of stakeholder groups. Among others, this shall involve a particular focus on communities of faith.PROJECT DESCRIPTIONThe successful proposer will, in accordance with the highest professional standards,support SOSto meaningfully engage communities of faith at the 2020 Rural Child Hunger Summit (March 31-April 1 in Columbus, OH).Additionally, the proposer will provide an overview of key quantitative and qualitative indicators of the faith communitylandscape in the rural United States, with special attention given to those congregations that have engaged in sustained efforts to address hunger in their communities.
  2. 2I.Estimated Timeline and List of ServicesNote:this list is intended as a general guide, and is not meant to be a complete list of all work necessary to provide the requested Services.Phase 1: Contract start date through February 2020: Provideawrittenoverview of the faith community landscape in ruralAmerica, with special attention given to those congregations that have engaged in sustained efforts to address hunger–especially child hunger –in their communities.Describe the prevalence of different communities of faith by geography and demographicwithin the rural United States, highlighting trends in participation over time and prevalence by sub-region.Reviewthe core values espoused by differentcommunities of faith based on congregant surveys, communiqués, and declarations by leadership throughformal or informal channels.Highlightsignature anti-hunger or anti-poverty initiatives spearheaded at the national, regional, state, or local levels by highlightedfaith community associations or congregations with a strong presence in the rural United States.Special interest will be given in the brief to those communities of faith that have engaged in sustained efforts to address rural hunger –especially rural child hunger –at the national, state, and/or local levels, with noteworthy examples identified and briefly described for later reference.Explore the role of state offices of faith-based initiatives in combating hunger and poverty, especially in rural communities.From the completed research brief, develop a two-page summary which can be distributed to 2020 Rural Child Hunger Summit attendeesPresent findings (by phone or in person) from written overviewto SOSstaff.Phase 2a: Contract start date through December2019: Develop content for two breakout and/or plenary sessions at NKH’s 2020 Rural Child Hunger SummitEachsession shall focus on faith community engagement around the issue of rural child hunger.Develop a written concept, goal and supportingobjectives, a session description, and speaker recommendations for two sessions at the 2020 Rural Child Hunger Summit.
  3. 3Phase 2b: December2019 through February 2020: Support staff from SOSto plan and execute two breakout and/or plenary sessions for the 2020 Rural Child Hunger SummitWork collaboratively with SOSto support effectiveplanning sessions, agenda development, and/or moderation of one or more sessions.Services rendered may include written updates, phone calls, in-person meetings, and introductions provided to relevant faith community leaders or other individuals and organizations.II.Areas to explore in support the Rural Child Hunger Faith Community Engagement Project(written overview)Please note that the areas outlined below are potential areas to explorein the written overview.   4. 4Role of State Offices of Faith-based Initiatives in Combating Hunger and PovertyoInitiatives of noteoHow offices/mandates differ across statesoHighlight offices with a rural focus, if anyIII.The successful proposer agrees to provide the following to and for SOS:Regularwritten and/or verbal reports at least every two weekson all pertinent matters. Duringthe work, it may become necessary to provide additional reports.IV.Ethics statement:The successful proposer will not engage in any activities or conduct on behalf of SOS that constitutes a conflict of interest regarding the services offered by any competing nonprofit, government entity, or firm; or otherwise is not in the best interest ofSOS and the goals of its mission. The conduct of the chosen entityon behalf of SOS will avoid any appearance of impropriety.V.Additional Requirements and Information:The contract for the Services shall commence on or about November11, 2019and end on or aboutFebruary21, 2019. Payment to the successful proposer shall be made, in equal amount, on a monthly basis.VI.The successful proposer shall be required to: a.Furnish all materials, equipment, supplies, supervision, transportation, technology, and otherresources as necessary.b.Provide and perform all necessary labor.c.Execute and complete all specified work with due diligence, in accordance with best professional practice and the requirements, stipulations, provisions, and conditions of this RFP and the resultant agreement.PROPOSEDTIMELINE•RFP distributed:October16, 2019•Written proposal due: November 1, 2019•Notification of award: November 8, 2019•Contract signedby: November 11, 2019•Project beginsby: November12, 2019•Project endson or about: February 21, 2019
  5. 5PROPOSAL GUIDELINESProposals should be no more than 4pages (excluding attachments), and includethe components listed in PartsAand B, below. SOSmay ask to enter into further discussions with a proposer to refine the budget or approach before finalizing its selection. Part A: Proposer Qualifications & ExpertiseI.The successful proposer will outline recent experience with regard to communities of faith, or other related experience, as well as other relevant employment history.II.The successful proposer will provide the following information:a.Name, business address, telephone and fax numbers, email address of the entity and/or individual that will be the party to the proposed contract.b.Number of years engaged with communities of faithin a professional capacity, either directly or indirectly.c.List of nonprofits and other relevantentities currently or previously served.d.Type of ownership (sole proprietorship, partnership, corporation, joint venture, or limited liability company—list state in which incorporated) and parent company, if applicable.e.Disclose whether the proposing entity, or any shareholder, member, partner, officer, or employee thereof, is presently a party to any pending litigation or has received notice of any threatened litigation or claim, excluding minor traffic matters.f.Submitted proposals shall be signed by an individual with authority to bind the proposer. If it is made by a partnership, it shall be signed with the partnership name and by a general partner with the full name and address of the general partner provided. If it is made by a joint venture or limited liability company, it shall be signed with the full name and address of each member thereof.g.Explanation of any exceptions to this RFP being requested. For each exception requested, cite the activity involved, the exception taken, and alternate language. If no exceptions are being requested, please state so.h.Provide a copy of current client list and a report of current or former clients whose interests may either coincide or conflict with the interests of SOS. i.Descriptionhow being the successful candidatefor SOS will be of benefit to its mission and goals.
  6. 6III.State, in detail, specific experience and role in thesubject areas listed below and provide examples of similar work performed for other clients. II.The proposer shall describe the resources applied to this project.Part C: BudgetI.An estimated budget not more than$15,000 that reflects the costs of tasksdescribed. It should include fees, travel, and any other costs associated with the project. The budget should include a maximum of 10% in indirect expenses. If there is a need to go beyond $15,000, please detail what that additional amount would be used for and a justification.
